THE PACKAGING AND PACKAGING 
WASTE REGULATION (PPWR)
The EU Packaging and Packaging Waste Regulation 
(PPWR), Regulation (EU) 2025/40, entered into force on 
11 February 2025 and has generally applied since 12 
August 2026. 
The regulation is particularly relevant to fastener 
manufacturers, distributors and importers because it 
covers industrial and B2B packaging, including boxes, 
bags, tubs, pallets, wrapping and e-commerce packaging 
used to store and ship screws, bolts, fixings and 
other components. 
Key changes include reducing unnecessary packaging 
and empty space, improving recyclability, increasing 
recycled content in plastic packaging, encouraging 
reusable transport packaging, and introducing new 
labelling and compliance requirements. Companies that 
repackage products or sell them under their own brand 
may also take on additional responsibilities. 
With many of the major requirements taking effect 
from 2030 onwards, now is a good time for fastener 
businesses to review their packaging materials,  
suppliers and processes.
